From a total data sample of about 690 pb$^{-1}$ recorded at center-of-mass energies from 161--208 GeV with the OPAL detector at LEP, the W-pair production cross section is measured as a function of $\sqrt{s}$. Measurements of the W boson branching fractions to leptons and hadrons are also made at each center-of-mass energy point, and a method for combining these results accounting for the correlated uncertaintes is presented.
