presents evidence/theories that suggests:
-TTO poorly staffed with business experience may cause lower performance
-Inventors require better incentives both in form of financial compensation and not least -promotion, i.e. TT work consider sidelined or better with other work such as publishing.
-Strict policies and heavy bureaucracy impedes TT. Delays and high demands scare off industry.
-Industry sometimes directly contact researchers to avoid TT/university management hassle, hence no disclosures in these cases
