Calibration Tags

The following calibration tags exist for the CSC payloads:

CSCXXX_hlt         - to be used by HLT, in the past append IOV to this one was possible, at present we don't change them
CSCXXX_offline     - to be used for offline reconstruction
CSCXXX_mc          - to be used for MC production, it has IOV starting at 1 always, going to inf, cannot append IOV to these tags
CSCXXX_express     - to be used for offline reconstruction, where append IOV is possible
