Finally! , We find the way to create a dictionary of dictionary with keys repeated, in this case, key_1 is the "DetId" of the module and key_1 is the "pairNumber", and since there are several modules with the same "Detid", the first key simply update itself by giving key_2 (or number of APV's) of the module. The script is attached
