Problems due to conditions DB

Cond DB tag set in the job doesn't exist, or has not yer been released

You'll see errors like this: 'ERROR Bad TAG given: "velo-20100512" not in the database'. See for example this ELOG

Jobs failes because DB schema has been changed after the job has started
