Stalled user jobs

GGUS ticket opened for a slightly high percentage of user jobs stalled at PIC.

The number of stalled jobs is very high on Spet 2-3, when the firewall was upgraded: this is normal. But then, after the intervention, it stays higher than before. Suspicious!
No, nothing to do with the firewall. The problem is due to a dCache bug and is tracked in this ticket.
