Why can't I read a particular topic or access a particular web?

Answer:

TWiki has configurable access controls which can be set by the user. See TWikiAccessControl

Access is set by including users or groups of users in the access control list of the web or a topic.

If you can't access a web or a page first ask someone in your project area if they can add you. See TWikiGroups. Anyone belonging to a TWikiGroup can add new members to that group.
